The former Heaps Rice Mill scheme was initially consented for 317 apartments, 200 serviced apartments and 574 sq/m of commercial floorspace. Associated with this application, the Park Lane scheme was consented for 264 apartments and 940 sq/m of commercial floorspace.
As a retained consultant for Elliot Group we acted on their behalf to review the initial consents to ensure they were commercially viable. We then submitted a S.73 application in order to make modi cations to the schemes enabling the development to continue to deliver the mixed use development without items which provided an over burdensome cost to the development.
The application made modifcations which brought the development up to a commercially viable position and enhanced the market position of the development.
The scheme will provide the sensitive refurbishment of the former Heaps Rice Mill and deliver a substantial amount
of residential accommodation, 781 apartments across both schemes in a highly sustainable location by regenerating an under-used area of the city. Including for a mix of commercial uses providing over 1,500sq/m of new commercial oorspace will activate the area and contribute to the economy of the city, ensuring that the two schemes provide a comprehensive offer to Liverpool.
